The mobility scooter curb idea is fantastic! I may have to acquire a spare scooter from my Aunty and attack some curbs for ideas! Also interesting ideas regarding jacking up vehicles haven't seen it done that way!

I'm not sure how relevent this idea is but, how about some sort of roof box mounted hydralic arm that picks up a folded up wheel chair and stores it in the roof box? Controlled in a similar fashion to a hiyab. There might be something out there already but i thought id would throw it out there

I've seen one similar that did this - the whole top of the roofbox slid sideways on rails, to above the driver side of the car, then some cables dropped down. Attach the cables to the (flattened) wheelchair, lift it up, and slide back across. Again, a superb project, as would you use gears, chains, or individual motors to lift each of the cables? Are cables the "best" way? Could you make it automatically fold the chair? Could you adapt it to also use a general storage tub, for moving heavy loads? (maximum weight load of 75kg for most roof racks, including the lifting mech)

When I did my HNC in CAD/CAM, we had to sort a nuclear reactor rod carrier for BNFL's machine shop! With all there £billions, you'd thing getting spotty oiks to do it for free was the last thing they'd have wanted.
How about a device for making lacing up a bike wheel a piece of the proverbial?

The hydraulic jack (1st problem) would be the best one for you to do for your HNC. It ticks lots of boxes seeing as there are calculations you can do for the leverage and hydraulics involved along with the research into available ones! It will also be alot cheeper than your 2nd solution so you don't have to worry about funding it along with the actual work making it and writing it up. I'm currently doing my HNC, so I know how awkward it can be sorting out a project!

Now we have cheap ways of instantly heating water to boiling point how about designing a small modern steam engine that doesnt need a boiler.....

I'm still researching into HNC project ideas, I'm also thinking about maybe making my classic mini into my project, I am doing an engine conversion and will be fabricating the subframe so there will be a lot that I can document!

Why not work on the idea of design & development of an ultra low profile jack that can then be used on numerous cars rather than a system for just one car ? ..with a safe, mechanical way of locking it off, negating the need for axle stands? You would have to make sure it was at least as stable as an axle stand (retractable wheels so it sits flat?), but that would be no biggie.

Hmm that's also an idea, ive had a couple hydraulic jacks give up on me in the past and slowly lower cars to the floor so a lockable jack would be good haha
