Right, the situation is this; I have discovered a vehicle I want to get, I've looked at it, it's in the 'not too bad' category and its complete. BUT, it has no V5C and no reg plates on it. According to the owner, he bought it as a project, from a bloke the other end of the country who had it as a project and has been 'sending the V5' for a couple of months and now won't answer the phone. The other issue is the VIN; it looks like it is a very, very late variant built by an external company under contract and the normal VIN isn't present, or the VIN plate, but it does have a welded on tag with a VIN that 'sort of' fits with the information I've gleaned about this builder. Can someone give me a heads up on the who and how to recover information before I commit to buy?

So the car has no proven identity - if you're using it for banger racing, awesome. I guess it would be an old Ford, with value above what he/she is asking for it - due to the ambiguous status of its identity that's all they could really get for it.
... Not even having a reg plate. Hmm, sounds like problems to me. Stolen/not what it is/unknown. Walk away.

No plates, V5C or genuine-looking VIN?
Walk away.
Doesn’t matter how desirable or cheap it might be, sounds like you’ll either never have an identity, so have to IVA it, or it turns out not to be the property of the one who was “sending the V5”, gets either returned to its rightful owner or crushed.
Unless you only want it for spares - but it doesn’t sound like that’s the intention.

I'm guessing that the original manufacturer no longer exists, so you can't just ask them? Did they go into liquidation or were they bought by somebody else? A bit of detective work might lead you to someone who might still have the relevant records.
Have you spoken to the Owner's Club, maybe it's a "known" car?
Or even phone the DVLA and tell them what you know and see if they can help?
To be honest though I'd have said the same as the others; it sounds like a lot of hassle and risk, so walk away...unless it's money you can afford to lose.

The manufacturer still exists but from talking to the OC, they binned all production records about ten years ago and anyone involved in the project isn't there any more. I've contacted the seller and told him I'm not going ahead. It is a Maestro van, with a TET/Ledbury vin tag but is marked as a diesel, which TET/L didnt build, all Maestros and vans being from the 621 CKD kits Rover sold them being 1300 petrol. So, an oddball....

The manufacturer still exists I'm a bit confused by those two statements together. No manufacturer of a Maestro van still exists. No Austin, British Leyland or Austin Rover group. (or Ledbury) ? Aside from that... I wouldn't touch it unless it's to cannibalise it or run it off public roads.

Can someone give me a heads up on the who and how to recover information before I commit to buy? trade hpi can be done on the vin and returns its reg no if it exists. find someone who can do this for you and most of your id concerns will be answered.
