got an X reg 2.0 diesel astra with the gm 8v 80 ish bhp engine, picked it up cheap as it had been sat a few years.
runs lovely, However there seems to be no boost, and the eml is on, i have checked the vacuum lines and wastegate and all seems fine there.
any ideas of what software will read it? its pre obd2, though a dl16 connector is present. or any pointers to a possible fault?

OP-COM - a clone dongle and software off Amazon for under £20 works or rather does on my Frontera with the 2.2 version of the same basic engine.
Not sure if the paperclip test works on those or it's the pedal trick (it's around the changeover) but that will still only give you the fault code, not necessarily the fault. The favourite is the EGR setup though and vac leaks - if you've got a vacuum tester make sure there's enough there and it holds but suspect every single vac connection, even if it's not directly connected to the turbo.

If there is the 16 pin EOBD plug by the handbrake, most generic readers should work. Can't remember which ones are Vauxhall engines, Fiat Power Train or Isuzu in that ave of Astra tho

I know my Omega (engine) of mid 90's vintage wouldn't talk to most code readers and worked with the paperclip trick (you ground one pin then it flashes codes off the EML light); a late 90's Corsa worked with some trick with the throttle pedal.
If you go with OP-COM you can activate solenoids and the such like to test them.
Generic readers sometimes only give generic codes either so need to look them up for that engine/year to get the right one sometimes.

Might be.. if you have access to a Tech2 there’s nothing to lose.
Paper clip test worked on a petrol Omega engine circa 1995 and the pedal trick on a 1.0 petrol Corsa of about 2000 vintage.
