I too am regularly engaged in legislative work. You have of course given the sober correct reply. However, I'd not have pretexted my question to the motoring fuhrers with the "aim of the modification is to allow the wheel to mount a much wider tyre for increased grip", since as you said, that is not relevant. My point is a technical one, made with a hearty hoist of frothy mug, and a well-done for taking the initiative!

Additionally, you will need to ensure that the wheels do not protrude from the wheel arches I find this part interesting, as I thought it was only the tread of the tyre that wasn't allowed to extend beyond the the bodywork. Perhaps the VOSA representative doesn't see the difference - or rather doesn't realise there is a bunch of loonies deliberately fitting narrow tyres to wide rims the bend the official regulation!

I suspect that questions about chopped springs, stretched tyres and pretty much anything else will get more or less the same answer. If it's dangerous you can't do it. The decision on dangerous probably rests with the copper who looks at what you've done and the court if it goes that far.
If, when the copper looks, you're wedged against the hard-shoulder of the M6 with the front of your car wiped out and several other cars behind you who've collided whilst avoiding you as a result of your stretched rubber popping off the rim or your chopped spring coming out of its seat, you might be in trouble.

i guess its possible that having the rims sticking out the bodywork could be construed as dangerous for a pedestrian, probably get away with it on an old bus with sticky out wipers and wing mirrors and big metal grills, but on a newer smoothed off deformable front car they could be the hardest thing a kid is gonna hit if he slides off the front of the car?

what you will find is that for insurance purposes it has to have been welded by someone who holds the lloyds certificate of welding catergory J to be insurance approved (I think) latest issue of practical classics (or one before) covered this as their young office lad had the wheels on his Merc banded
