You can indeed claim, and if they tell you otherwise that is incorrect. You need a rhobust case file tho. I suggest you go back to the pothole in question asap photograph it, take a photo with a tape measure in to prove it is more than 150mm in depth. you will also need an exact location from a plan to prove this is their highway. Then submit the invoices for the repairs, without these they wont payout squit. send this through to their claims team stating date time of incident as well as the date and time of the photo ( date and time stamp on photo will help) this will then get passed to their insurance company. they will .... as expected devalue the wheel and tyre based on wear and tear and settle a claim with you. It wont be all the money back but it will be a good chunk of it. Ive had issues before and this system is the correct one. It ensures your claim is tight and with not get out of jail frees.
