Have you tried disconnecting the battery for a few minutes to reset the ECU? Sounds like it could be a fault with either the MAF or fuel pump not delivering enough fuel or a blocked fuel filter...

M51 uses a drive by wire throttle. Maybe there is a problem there?
I build an M51 into my e30 a long time ago. Unbolting that top cover on the pump and sliding it forward a very little bit gave me a very fast reaction on the throttle, like a petrol engine. However it would drop back in revs slowly.
If the car idles i would look at the throttle pot meter first.

It could be that the contacts inside the pump are corroded and dirty. It's quite a common problem with the VP37 pump on these engines. Often you'll get poor or no throttle response because although the pedal sensor is working correctly, the contact "track" in the sensor inside the pump is corroded and not giving a reading. This has been a problem in both of the M51-engines BMWs that I have owned. The problem wasn't as severe as yours but it would occasionally not respond at all to throttle input aand just remain at idle, either while setting off or more alarmingly while trying to nip out of a junction before an approaching artic.
My solution (recommended to me by someone on here) was to use Comma Diesel Magic, pouring it into a fairly empty tank (maybe 1/4 full of diesel) so that I got a decent concentration. A more extreme method, which might be needed in a severe case such as yours, is to unscrew the fuel filter, empty it of diesel and fill it with Diesel Magic and run the car. It cleans the contacts inside the pump, which operate immersed in fuel.
It's worth a go for the 7 quid the stuff costs. You might need to do it 2 or 3 times but you won't need to get the spanners out.

if you've had the top off the pump check the pin is back in the hole.

Thank benzboy the problem is wiring I need to check the wiring from the pump potentiometer that is the 7pinout and to the relays down to the ecm am not similar with the locations if those component so pleas I need the wiring diagram one the other thing the car can start fine and idle only if you you move the top cover of the pump at the front. And I don't know if it posible to remove the top cover and see the needle when the engine is running or if I can can move the needle to accelerate. Thanks every one for your help.

no you wont be able to start it with the top off but you should be able to turn the igniton on and move the accelerator pedal and see if its moving.

Yes I think of that and I try it but the needle did not move. I open the ignation and some one step on the accelerator pedal and the needle that is the potentiometer is not moving. It might be electrical problem between the pump to the pedal or from the pump to the ecm. I think am comming close to the problem. Thanks so much I need more ideas and wiring diagram.

I have done that but I think there is a problem with the wiring system and I need the wiring diagram for the BMW m51 diesel of p38 range rover and other related wiring materials please someone help me. Perhaps try a P38 Range Rover forum - someone on there will likely be able to supply what you need...

though the engine is the same its not likely the wiring will be, i believe the p38 has an air flow meter, my e34 doesn't.
i think the e39 used one possibly.

not directly, the VE pump from the M21 can be modified to work, these were Euro only and very rare.
