if he has no v5 how has he been taxing the vehicle, assuming its been on the road? does he have a green slip? I haven't used a V5 to tax a car for years. If you pay monthly Direct Debit the tax just rolls on each year as long as vehicle retains it's MOT / insured status. If you don't pay monthly Direct Debit you should get a reminder in the post to renew tax which has the relevant reference needed to renew tax on it.

I've just bought a car off a mate where he lost the logbook, and have bought other cars previously without them.
As people have said, £25 is the fee. You can apply for tax or SORN at the same time. I'm assuming us your mate never had a logbook, that he's never had the car on the road (as he can't have taxed it)?
As for ownership, that can be a whole can of worms. There is always a chance it's a stolen or scrapped vehicle, but you should be able to check that with the reg number. If you're getting a bargain it might be worth the risk anyway.
One very important thing though... If you buy it, sort the V5C AND the tax (or SORN) out right away. Otherwise you can get landed with the fines for an untaxed period.

He would have taxed it from the ref on the green slip if he got that.

It needs to be initiated either via the V5C or the V5C/2 aka the Green Slip.
