the Us guy is the guy who makes the boards, little bit of import charge on top, but works out better. Ive just bought a spartan 2 wideband from him, and have bought the speeduino before.
You need to do a bit of reading with the setups, but they are dead easy really. It teaches you loads too, I'm glad i did mine!

My speeduino is a UA4C (seafox) that I bought from diyefi.co.uk
The guy who runs the site is helpful (James Brandon?) and answered all my questions before I decided which ECU to buy, is also active on the speeduino forum. He's recently developed his own ECU board based around the speeduino firmware called the core 4 which if I was buying one now I'd take a look at.
The firmware doesn't cover quite as many features as a ms3 but it's developing all the time, and for most people it has more than enough features.
Personally I've found speeduino easy to set up and tune. It uses tunerstudio which is the same as megasquirt. I spent a lot of time making sure I had the wiring spot on and configuring the ECU properly and I've not had any problems so far (2 years in the car) other than my IAT sensor failing and giving odd readings. Swapped it for a better quality sensor and it's spot on again. The wideband O2 sensors make tuning easy and as long as you actually understand igntion timing and mixture and how an engine works I think any average guy can give it a go.
My brother runs a megasquirt in his fiesta and he's been pretty impressed with the speeduino. He'll buy one next time he needs an ECU.
