I won some parts on eBay from Italy and apart from the huge postage costs the seller is asking for a "personal identification number or fiscal code or VAT number" in order to send them. Obviously I know what a VAT number is but I haven't got one.
Has anyone got any experience of doing this recently? How did you do it?

Looking at the invoice eBay sent, it has something called an IOSS ID on it. This checks out to be eBay's VAT number, or at least the number that they use when collecting VAT on international purchases.
I wonder if this is the number he needs?
I have emailed him asking why he needs a number but haven't heard back yet.

When I bought a part from a German company through ebay recently, they just asked me to confirm I was happy to pay any import charges that would apply and that was it, I just got contacted by Parcelforce to pay what I owed when the part was in the country.
If it's a private seller they might be unclear on what codes they need to use?

OK, I think he's asking for information to fill in a CN23 customs declaration form: PosteItaliane CN23 Customs Declaration FormThere's a box in the top-right that says "Importer/addressee reference (if any) (tax code/VAT No./importer code) (optional)", which I guess is what he's after. Would this be considered a "commercial item"? If so, then he also needs an HS Tariff Number (commodity code).

I think the red tape has confused matters to be fair. It's funny, I thought we were meant to have less red tape . Moving swiftly on.... When I have sent stuff over, it asks for the VAT no. Generally, either -It's personal stuff, so I'm exempt, depending on the carrier -Depending on the middleman I use, they will effectively become the 'business' and provide a VAT no. I've not had to buy anything in from abroad yet, bar AUTODOC.

Just to round this off: The parts arrived safely today with no fuss. I had given the seller my NI number after he sent me a photo of the form that he had to fill in on the Poste Italiane website that asks for it. No import duties to pay and no "pay VAT again and claim it back even though you've already paid it through eBay" shenanigans either. Colour me happy and thanks all for your comments
