Superb. I'm an Imp purist in many ways, but I think that is so bonkers/insane/crazy that its just perfect.
GOT to have Candy paint, flames and some pinstriping... and a white tuck n roll leather interior, with body colour detailing.
Man thats cool.

Yeah that's pretty balls out, and I love the idea of a pocket Kustom, gets my approval, though I too reckon the chop maybe just a tad too much! You'll need video cameras and monitors to see out, as for the lowered seat! Brilliant, top man, we will need pics/vids of the owner driving it.

Indeed. Cut shell mean definate IVA territory, so as long as he downloads the manual and take all points into consideration, he should have no problem. Most obvious one straight away is that all the glass will have to have visable kitemarking on each pane. That's just scratching the surface though. There was a great post by aceadvise which detailed a chap with a Mini getting through the IVA, and all the tricks he used to conform to the regs, like putting wing beading over any sharp radii, so it's possible with a little thought and inginuity
