That looks like pitting in the paintwork. The first pic looks like bird poop has eaten into it. You could try a clay bar to pull the dirt out the holes to see how deep the pitting is, but if it's gone through to the metal or primer, that's what you'll see in the holes instead of dirt. Those pics are better and it looks like celly to me which, as jenkosowls said, has pinholed with tiny blisters and dirt has collected. The only proper way to deal with it is good prep and fresh paint, really. If that's not an option, you can make it look as good as you can with a good clay bar, machine polish and you can easily touch in the larger pits?

Thanks again for all the well informed advice! Seems I'm up against it to get this paint looking anything like half-decent then! I will have a bash with the clay bar and a machine polish, although the paint looks a little thin in places, such as on swage line edges - I suspect it's had a few machine polishings in the past. I'll just have to go steady. Fresh paint isn't an option at the moment, but maybe in the future.

Are those black marks you are trying to tackle raised, or are they actually recessed in the paint? Definitely looks nothing like tar.....

Tbh the paint looks pretty poor,so in this case I'd go with 1500 wet/dry on a block until its all back to clean paint,g3 on a hard mop head and have a go with the buffer,especially if you've not done it before as frankly you can't make it any worse and it gives you some experience on the machine. Can get a buffer for £80 from machine mart,best money you'll ever spend. Remember,plenty of water as well.

Are those black marks you are trying to tackle raised, or are they actually recessed in the paint? Definitely looks nothing like tar..... Some of it is completely flat - it feels smooth when you run a finger over it. It's weird! Other areas feel a little rough but the black stuff doesn't scratch off.
