Does this seem right for Gaz adjustable shocks?

Right I have just bought a full set of the following shocks for my MK3 Cortina: but from Rally design.
I have had a fiddle with them to see what clicker setting to adjust to on the front, Gaz recommend to put them in the middle setting, but one shock will not move at all by hand and the other can be moved. So I adjusted them until they both felt quite similar to each other ( not accurate I know but just a rough idea ) then counted how many clicks it was, and was surprised to see that one is at 8 clicks and the other is at 24, surely that huge of a gap is not right?
I have the dyno charts here for them if anyone can make head or tail of them, I can upload some pictures of the charts if it helps.
I don't want to fit them until I get this right and that one of the shocks isn't faulty. I had already fitted them to my car but had a problem with the threads on the lower wishbones, so had to remove them again. Which means if one is faulty, I'm not sure if Rally design will take it back.
Please help someone, I'm really struggling to get my head around this. I've never had adjustable shocks before so don't know if any of this is normal.
The rears are only two clicks apart by feel which I would of thought to be more like it.

if both at the same settings feel different then id contact rd or gaz,.

Yeah I've sent Gaz an email aswell just to see what they say.
Should they feel exactly the same at the same setting?
If so, then I guess the rears are out aswell. But only by a couple of clicks

the fronts should feel the same as eachother , and the backs should feel same as eachother,.

I also emailed Gaz about this and this is what they said :

Testing the dampers by hand can sometimes give a false reading of how they will actually work on the car as one may have a sticky seal if it’s been stood for a while or one of the internal valves again could be slightly sticky as when they are tested the dyno simulates the movement they will get when on a car & driven down the road so we would suggest you put them onto the car & set them both at 10 clicks then drive the car for a few miles then see how it feels.

Hmm, dunno. It's a plausible theory. I don't know exactly how they work but when you are clicking the adjuster surely it is making a mechanical change within the device. The parts used in the construction are going to be the same so the adjusters should work the same on both shocks. So yeah, try them on the car and see what happens. If they've sent you an email saying you should fit them then you're covered by that and also by your statutory consumer rights.

Yeah, try fitting them and see how you get on. What they say's completely plausible. You'll be completely within your rights to send them back if they're faulty even if you've put a few miles on them.

I've always heard good things about Gaz's service, so I'm sure they'll sort you out if there is an issue.

Every time I leave my mountain bike stood for a while I have to push the forks through their full travel a couple of times to get them feeling free and plush again. Shocks do get sticky if left for a while as in a lot of them the bushes and seals rely on the damping fluid for lubrication, and they'll dry out if sat.

Yeah they have been very good at responding to my emails.
They recommend me to try them out, or send them back and they can match them up.
So I'm going to try them on the car and if it doesn't sort it out, they said I can send them back.
