I think 155/70 would be quite a bit smaller diameter than 5.60-13 crossply. I know it's only a trailer but it could cause problems.
A 165/80 (ie standard profile) would be about right if the rim is wide enough.
Whatever you get make sure the load rating is OK for the trailers max gross weight.

The Car Bibles calculator recons the following
6.40 x 13 imperial is 165/100 x 13 metric
That's not a common tyre (understatement). Something like
165/80 x 13 metric is 10% smaller in rolling circumference.
I agree with the earlier suggestion that it would be better to find a 13" tyre with a similar load rating and use that.

The usual radial replacement for a 5.60 x 13 is a 155/80x13.

Thanks for all your replys, the only reason I am wanting to use the 155 60 13 is that I have a set of 4 virtually brand new tyres off a peugeot 106 which I was hoping to use, surley the load rating would be enough? It's only a little 7.5ft x 4ft trailer and I don't put a lot of weight in it.

The load rating in lbs or kgs is on the side of each tyre. Check the inside tyre wall of your trailer tyres, it will be in lbs and then convert to kgs and compare to your spare tyres.
