Seen a car locally for sale that would be a very cool project, but it was imported from France without any paperwork at all. It looks like the guy has had it for a while, and I suspect its because he can't get it registered.
Any thoughts?

There must be a way but could be involved - verifying age / conformity with manufacturer or DVLA recognised club and so on. I had a rare microcar I bought in France and without any confirmation of age etc was told it'd need SVA (this was a while ago - pre IVA & BIVA) then Q reg issued. What is the type of car ?

What is the type of car ? 1937 Peugeot 402 edit - the owner says its a 402, but it looks too small to be one of those, so a 202?

I shouldn't think such a car would be too difficult to register as it should be easy for a DVLA recognised club to verify age / model and such. Problems will arise if substantially none standard - turned into Hot Rod. Looked on Google - both 402 & 202 would be neat cars to own

Ok, I'm being naive here but, surely, the whole point of having the paperwork is to back up the notion that the car is legitimate and not stolen? Consider the unlikely possibility that one of those cars,reported on the stolen section on here, turns up in Europe or elsewhere with no paperwork and the buyer is able to circumvent processes and get it registered and legal to use. I know that car is more than likely kosher but at what point do we just ignore the details and carry on regardless?

The DVLA publish a list of vehicle experts (booklet v765/1. I suspect Club Peugeot or similar will be the one in this case. A `expert` will come and view the vehicle, write a report giving his opinion of its make, model and year of manufacture. Send this off to the DVLA and in due course you will be allocated a age related reg number and V5. We did this for a 1943 US military truck and the process worked well. I would suggest, if you do go ahead with this, draw up some form of bill of sale from the seller, etc and ask again if there is any form of paperwork from France As Zeb pointed out there is the potential for stolen vehicles to be sold on, but for us the system worked well.

He doesn't appear to know what car he has and doesn't have paperwork for it.
Presumably it also doesn't have NOVA declaration.
I wouldn't touch it with a fecal-coated stick.

Over ten years ago now, but I registered my Dutch Mk3 Escort with little more than a letter from Ford deciphering the age from the VIN! No paperwork at all from the previous owner/importer was given when I bought it.

It can be done, (I'm doing it at the mo) but make sure you get all your ducks in a row before even talking to the dvla.
First port of call is appropriate club. Has to be one on the dvla list. You need a dating cert. done on chassis no.
You need a signed, dated recept stating aforementioned chassis no. from seller. This can be hand written but needs to be signed. This is to satisfy HMRC of values if duties need to by paid (which they don't in this case).
Then, notify HMRC of purchase. Do it within 14 days of date on above recept.
I did all this and they gave me a NOVA form without issue (I did have duties to pay though). I did have to send them pics of chassis no. And firewall tag as well as the recept and Dating cert.
Then, send dating cert and nova to dvla with a new reg form filled in and a first reg fee.
That's it.

Quite often if a car has gone to a scrap dealer the "carte gris" is surrendered and it's a feckin nightmare to get a new one. I wouldn't be suspicious of a french car "sans carte gris" if anything I think it would play very well for english buyers.
