Modifying beyond basic cosmetics is basically outlawed in many nearby countries, Spain for example! Not unrealistic that it will happen here in a similar one at some point too. And with the likes of these proposals that could make that day unnervingly soon!

Just a nice bit of opportunism by an insurance company that unfortunately perpetuates the myth that it will kill any chance of a kit car or hot rod passing IVA - which has aboslutely no basis in fact. And yep AB car pix this entire mess is created by rushed harmonisation of EU directives prior to Brexit - the very thing that many people voted out for to try and prevent!

Consultation done with questions 7 , 8 , 9 , 11 and 15 answered NO and reasons added .
Emailed local MP with reply saying they have contacted Chris Grayling .
Also sent draft letter emails to Jesse Norman MP and Andy McDonald MP
Thank you to all that have added links and info for draft letters etc on here / NSRA forum ans R&S to make the consultation easier to understand and how to respond in the right way.

I managed to get my response in in the nick of time, I was hoping to get it in earlier and leave myself enough time to e-mail some MPs, but events decided otherwise.
The way I see it, the term 'kit car' is a red herring in all this. The government don't seem to differentiate between kit cars and other amateur builds, i.e. the BIVA requirements are the same whether you're building a kit car, ground up hot rod (from repro parts) or modifying a car beyond the 8 point guidelines.
Maybe that was deliberate by the government in order to slip this through with minimal resistance? Or designed to 'divide & conquer' by singling out one type of specialist vehicle, lulling other enthusiasts into a false sense of security.
Either way, thanks to all enthusiasts who have acted on behalf of all of us. Now we've got to wait and see.....

Responding to the consultation has closed but you can still send emails to your local MP and other MP's to raise any concerns about the consultation. The more MP's asking questions about this while they are considering the outcome the better. .

I submitted a response before it closed, will wait and see what happens next.
Also emailed my MP (got an automated "thank you - it will be looked at", not optimistic based on previous dealings !), also emails to Jesse Norman MP and Andy McDonald MP (thanks for providing their names !)

WooHoo!!!
Excellent news!
The people responded and the govt listened. They have dropped any idea of making IVA cars pass modern emissions rules - the status quo remains with emissions based on year of engine.
Common sense has prevailed - well done to all those that responded to the consultation - your efforts have made a difference.

Great news Now we just need the IVA to pass period features that were there in the original design of the vehicle

Does anyone have a link to a government source on this issue? All I've seen on Facebook and forums is a quote from Complete Kit Car magazine's Facebook page which quotes a DfT spokesperson saying:
"The UK’s specialist vehicle industry is thriving – it creates jobs and gives enjoyment to many, with products exported all over the world. We are grateful to the over 2000 kit and replica car enthusiasts, manufacturers and suppliers who took part in this consultation. Following their responses, we have decided that there will be no changes to the current MOT–style testing of kit car emissions."
I've not seen any actual statement from a government source, nor any clarity on what exactly will be exempt. As far as I know "kit car" isn't an official vehicle classification used by the government and most of us on this forum own and drive modified classics rather than kit cars.
I'm cautiously optimistic but I'd like to see something more detailed from a government source.
