The idea in 1979 was simple - take 12 or so BMW E21s, let TWR loosely kit them out for racing (wings/splitter, rollcage and that was that), and then allocate a BMW dealer in their county a car for which they can promote themselves against other dealers in the UK. Hence, the BMW County Championship.
The racing was close, and hard, but (mostly) fair. Quality drivers appeared too, including Martin Brundle, Frank Sytner, Tony Dron, Tiff Needell, Derek Bell, Andy Rouse etc.

The cars looked like miniture 3.0CSL Batmobiles.
Apparently when the series had served its purpose of promoting the E21, the cars were returned to standard and sold through the BMW dealer network as used. Maybe there's an ex-Nigel Mansell raced E21 still on the road today, and the owner never knew the history of the car?
