i just had the same asked in a PM, they are on 13" steels on my polo but think they are 14" so i ahve been told? Basically i removed all the bulky gubbins off the back so they would fit flush to my wheels but was told that due to the size of the bulkiness of the plastic work they may of been 14??
So now I'm assuming, they will fit flush mount to any 13" wheels but also will fit snug to a 14" wheel if slighty recessed!!!!
£20 posted seems fair as i paid 35 from a car show for them! They are metal to clarify incase people wondered
