I guess as the physical tax disc is shortly no longer required and the MOTs and insurance are computerised I guess they don't really have to have local offices.

Well, correspondence arrived on Thursday basically stating they felt their actions are justified, and telling me to open a dispute using their dispute process (looking forward to this....) via a form V991. So I called yesterday to obtain said form.
Now the queuing system didn't give any option to raise a dispute, it only gave options to get through to the department to pay the penalty so this is what I did. Fortunately the lady who answered the phone was familiar with this and has arranged to send one out to me. Its also worth noting that part of the recorded message makes a big thing of the 'rules', putting the onus on the owner to follow everything up and even referring to the 'penalty' as a 'fine' which interestingly is something they haven't put in print.
I did a little Google research and found a couple of cases which has been successful and had the DVLA drop their claims, one very helpfully had the court references which may be useful. However the most recent of these was from 2010 and neither made reference to a formal dispute process, so I'm guessing this may be something that the DVLA has implemented more recently maybe to avoid embarrassing and costly appearances in court, maybe also linked with the closure of the local offices.
Plan is to follow the dispute process and see where that leads, all correspondence will be send recorded delivery. Hopefully common sense will prevail and this will get settled quickly, if not I have a plan B to raise the anti, does anyone have a muck spreader and a street map of Swansea?

DVLA do not follow up no matter what the letters day.
I bought an E30 BMW in January 2013, ran it for 3 months and then sold it to a guy from E30 Zone. I told him I still hadn't received V5 in my name (which I hadn't), but had the green slip, so we formally completed some receipts to keep everything right, on the understanding that I would send the V5 off when I received it.
To this date I have never received the V5 in my name.
Turns out, my writing must be pretty shocking. I live at number 88, but later found out the V5, plus associated threatening letters from DVLA & Debt Collection companies had been going to number 68. They got shredded and the letters stopped going to my poor old neighbours in the end.

ive found thats its easier just to pay up. And that's why the dvla rip everyone off because people like you make it easy for them

And that's why the dvla rip everyone off because people like you make it easy for them you can only bang your head against a brick wall for so long, But you don't have to bang your head against the wall Write one letter to DVLA informing them that you complied with the reqts (provided you did) and keep a copy Just put the letters and invoices in the bin - if you ever get a court summons take copy of letter to court.

I had a dispute with DVLA a while back got a £35 pound fine for not informing them of a change of ownership of a car, Long story short the out come was I couldn't prove I had sent the log book even though I had and was most definitely lost by the dvla as other paper work in the same envelope was processed so paid the fine, I asked if in the future I should send everything recorded delivery..... DVLA's answer to this was all that proves is you sent an envelope it doesn't prove whats in it.. I give up dvla are the most incompetent group of people/ business in existence just another money making scamming government arm, although (not 100%) I do believe they were sold off recently so now corporate money making machine and this is why there are a lot of fines being sent out from ages ago.

I wouldnt bother with the headache for £80 , is it really worth the spending the time and effott on your behalf ?

You can ignore it if you have the bottle to shrug off the begging letters youll get. I tried to SORN a Citroen XM I was breaking up for spares but for whatever reason they couldn't do it (I think it was something to do with the PO cashing in the tax)
Anyway, I got a SORN fine, which I ignored, then a series of letters from a debt collecting agency asking me to pay up. I think you get 6 or so before they get the message and FOAD I'm on number 5. Apparently they are "very disappointed that I'm ignoring them and are considering taking matters further" They're still only asking for the original £80 though.
AFAIK they can't take me to court over it anyway, as it's not their debt. They would have to refer it back to the DVLA for them to take me to court, and it's not their policy to pursue SORN fines through the court.
If I were you i'd just ignore, but its up to you. In my case the XM was scrapped so I avoided any problems trying to retax it. The DVLA still threatened to clamp it though (LOL)

Last post now, ignore it or don't, I really don't care, its not my money, but then at the same time, it's not the dvla's either...
