I wouldnt bother with the headache for £80 , is it really worth the spending the time and effott on your behalf ? Which is why they continue to bully people out of money that they are not entitled to, because they know apathetic folks will just roll over and pay it rather than actually stand up for themselves. These are the same sort of folks that sign on-line petitions.

... the out come was I couldn't prove I had sent the log book even though I had and was most definitely lost by the dvla as other paper work in the same envelope was processed so paid the fine, I asked if in the future I should send everything recorded delivery..... DVLA's answer to this was all that proves is you sent an envelope it doesn't prove whats in it... But the DVLA cannot prove they didn't receive it and then lose it in their system either. This was my argument as well and the fact that other paper work in the same envelope was processed seemed to all count for nothing ... simply in there eyes I owed them money because they say so and if they say so it must be right.

Then the next stage would have been to await a Court Date and present your evidence.

All there will be is a series of annoying/bullying "debt collector" letters.

"oh just roll over and pay the fine" - really?? Personally, I don't like giving £80 away because someone tells me.
I started getting threatening letters from debt collectors because I "hadn't declared SORN" a car that I scrapped 3 years previously... I stupidly replied to them and the DVLA, tried to argue with them, but they stood firm.
I went on the Consumer Action Group website, there's loads of cases of the DVLA unfairly issuing fines. The stated requirement on the V5 is for you to "send" it. The legal definition of sending is essentially to post something with the correct payment. I phoned them up and stated that I had done that and therefore performed my legal responsibility according to the relevant statute and told them that any more letters would be pursued for harassment. Guess what happened... no more letters.
DVLA are scammers, and not very good ones...
