If a man from the council tells you something is illegal just ask to see the specific rule or law or legal justification. In this case, there isn't any, so just ignore it. Or if someone can produce the documentation then read it and abide by it (and post it here so we can all abide by it).
This speculation and worrying about "what if" is pointless.

Gentlemen - there isn't any speculation or what if's on this. If we remove parts from a vehicle and sell them then we need a dismantler's license. To get a license we need to be registered as a business, pay for the license (£400) and comply with all the environmental regs (£000's) - that's if any of this is even possible as I'm not sure that planning would be granted for motor trade. The chap that visited me is sticking to the letter of the law - there is nothing I can do about this except comply with his requests despite him being a rude, aggressive two hat. Bearing all this in mind and not wanting to lose what we have as it took several years to find we will just keep quiet and be good boys.

And make damn sure nobody can see into your yard/ workshop from outside the property, hang a couple of sheets of camo netting over the doorways a vehicle width apart to stop noseyness when you have the door open.

If a business sells parts they need a licence If an individual sells parts from their home they don't Your situation is awkward as you are in an industrial premises, Best to keep your head down, but be prepared for the two hat to keep coming back, as a lot of councils are cutting staff and he is probably desperate to keep his job, or else he's back on the fryer at McDonald's If he does return close all doors and do not allow access, if he starts jumping up and down, making threats, just call the police He has no right to force entry Most of all keep full records of any dealings with him, Reconsider the charity option Free waste license, vat exemptions etc etc Ttfn Glenn
